Picto Selector is an excellent free communication board and picture exchange card printing application which includes symbol management and editing functions.
It comes with three excellent free symbol libraries - Sclera, ARASAAC and Mulberry which together provide a collection of around 10,000 symbols. You are also able to make use of your own symbols, clipart, text and photographs.
